JROTC plans to provide education and a fruitful experience in high school. The mission of JROTC is "to inspire young people to become better American citizens." To accomplish this task, the JROCC program has become one of the top contributors to supporting young Americans. This is the center that the US Department of Defense is dedicated to the young people of the United States by emphasizing efforts on community service and youth drug crackdown. The driving philosophy and vision behind the program is to nurture successful students and productive adults.

The US military's JROTC program is currently being implemented in more than 1,700 public and private high schools, military agencies, and correction centers in the United States and abroad. Approximately 40% of JROTC courses are offered at the school in downtown and 50% of minority students are taking classes. As JROTC students (civil Democrats) advance the program, they will have the opportunity to lead other cadets. The main component of JROTC 's leadership and citizenship program is the female constitutional Democratic Party. Female students account for 40% of the Cadet population. The JROTC teacher is guided by about 4,000 retired coaches who retired from active service, reserve, or the National Guard. Based on the 2007 National Defense Licensing Act, instructors are eligible to teach and guide about 314,000 JROTC students each year.
Since 2005, the US Army JROTC program has been approved by the national certification body AdvancED (www.advanc-ed.org) as a special purpose program. The JROTC program provides fair and rewarding academic content and a true learning experience for all students. All courses are designed with a four-part model, motivating students to learn new information, practice abilities, and apply abilities to real life. In addition, in a four-part model, it is required that candidate cadets cooperate, contemplate, refine critical thought skills, and combine content with other fields. The JROTC course includes leadership, health and wellness, physical health, first aid, geography, American history and government, communication and emotional intelligence.
