Abstract: Due to China's economic reform and open policy, the present Chinese government has made enormous efforts to protect intellectual property rights. Since 1983, China has established a comprehensive legal system to ensure this protection. On the other hand, many foreign investors and governments still have many dissatisfactions about China's current situation and are trying to ask the Chinese government to make more promises. These include regulations for trademark law, patent law, copyright law, computer software protection regulation, and other intellectual property protection. In addition, China has expressed willingness to participate in several international organizations and take responsibility. So far, China has established a relatively complete legal structure for the protection of intellectual property rights.
In recent years, the Chinese government is also endeavoring to implement these laws [1,12]. The Chinese government carries out different illegal copy prevention activities almost every year. During these incidents, the Chinese government attacked the underground market, confiscated millions of pirated software, closed plants to manufacture counterfeit knowledge products, and destroyed hundreds of product lines. In October 2002, China established the anti-piracy committee [5], the first national anti-piracy organization in the country, to fight copyright infringement more effectively. In addition, Chinese courts have approved many international companies as suing lawsuits against Chinese companies for illegal use of their patents, copyrights, and other intellectual property rights [1, 4, 10]. For example, Microsoft sued two Chinese companies in February 1999 and won the court in Beijing [10].

During the past 20 years, China's intellectual property system has undergone major changes, but these aggressive reforms are still insufficiently protected in many countries, especially the United States. Nonetheless, the modernization of the Chinese institution is ongoing and its progress can not be ignored.
