Zero-Based Budgeting

Unlike traditional budgets, the zero-based budget requires the validity of each cost listed in the budget. The zero-based budget plan starts with zero baseline and analyzes each element of the budget. If it is a government agency, the administrator or division chief prove the inference behind the budget request is correct. Most budgets are incremental, and the previous year's budget automatically increases. Depending on the review of the budget, the department may or may not increase the budget.

In a zero-based budget zero-based budget, each manager needs to explain the rationality of the overall budget request in detail so that it can reevaluate all plans and all expenditures for each budget cycle. With a zero-based budget, each manager creates a decision package that includes an analysis of costs, goals, performance indicators, results of not performing the proposed activities, and profit. Decision-making packages are sorted by importance. The ranking process allows managers to prioritize units and organizations. This process cumulatively provides charts of the organizational needs, expenditures and priorities to make appropriate funding decisions (Warren, 1992). The value of the zero-based budget is that it will force the economic reality of ongoing (or proposed) activities or practices and also become a process of mandatory planning, setting priorities and budgeting.

A zero-based budget is a budgetary approach that all costs must be reasonable for each new era. The zero-based budget begins with "zero base", and each function in the organization needs to analyze its needs and costs. Whether the budget is higher or lower than the previous budget, the budget is built around the budget required for the next period. In reality, the zero-based budget can be used by any company / government agency, whether for cost reduction or for growth. Zero based budget is not a comprehensive reduction and budgeting technique that can be used to provide strong visibility within the body to produce more success.
