Over the past two decades, more and more attention has gained attention on issues that can be regarded as a social outbreak among young people in our country. This social dilemma is the direct origin of youth gang which is increasing throughout the country. The spirituality and social prejudice of this form of group have been noted and documented in this country for decades. "Prior to the 1970s, gang violence was still generally associated with white racial discrimination in the Midwest and eastern cities.

Since 1980, the rapid increase of youth groups has exacerbated fears and misunderstandings of the general public against youth organizations. To cope with growing concerns about youth gangs, the Young Gang series of the Youth Judicial Crime Prevention Bureau (OJJDP) is exploring many important issues related to youth gangs. The issues considered in this series include the needs of communities and young people living in front of gang migrants, gang growth, women's participation in gangs, murder, drugs, violence, and youth gangs.

In order to track the development and activities of the gang, the National Youth Gang Center of the Juvenile Justice and Crime Prevention Bureau (OJJDP) started NYGS in 1996.
