Who is to blame?

Let's first consider the potentially relevant facts about the accused. The natural answer to the question of when the responsibility is appropriate is that condemnation only applies to the accused and in fact can speak. It seems like a little useless tautology - after all, if you are simply not saying you can be appropriately accused of what you might worth criticizing? - But to emphasize value is to pay attention to the fact that when people get it, or when they deserve it, it is right to condemn it. It is only when the facts about the accused are revealed. Which facts? What must a person do to take responsibility?

The accusations are very popular but invalid change strategy. The school system blames the university, and the university blames the school system. Administrators condemn teachers and teachers condemn administrators for impossible workloads and inappropriate working conditions. High school condemns junior high school, they blame elementary school, they condemned early childhood education, they condemn their parents, I think parents can condemn their prenatal care.
