On June 21, 1788, the United States was an optimistic settlement. These events showed an informal end of the American Revolution. The American revolution began in part because it rejected the notion of informal taxation. However, this modern form of government has some problems that need to be addressed. The Federal Government was unable to impose taxes over the past few years and had a large debt.

The whiskey rebellion was raised in 1794 by farmers and brewers in the western Pennsylvania Province to protest the federal whiskey tax. After many years of attacks against tax officials, conflicts took place in this region, President Washington sent troops to suppress some people feared that it might become a full-fledged revolution. Anti-whiskey tax and rebellion itself supported the Republican Party, and in 1802 the Republican reversed the power of the Washington Federal Party.
