When Joseph McCarthy gave Lincoln Day 's speech, a red panic in the USA occurred. Just one year before the speech, the Soviets successfully tested nuclear bombs, and China fell to Communists. On February 9, 1950, Senator in Wisconsin utilized the opportunity to speak to Republican Women's Club in West Virginia.

McCarthy's Wheeling speech was one of a series of speech coordinated by the Senator in February of the year.
