What is a Full Writing System?

What is a complete writing system? A complete writing system can be defined as a collection of arbitrary symbols that can represent all the words in the language to which they apply. A limited writing system consisting of counting and identifying marks can be traced back to 3,000 years ago. The development of a complete writing system has only occurred during the past 5000 years.
