Welfare labor In 1996, Bill Clinton approved a bill (PRWORA) that allowed welfare recipients to become a productive citizen without receiving assistance (the personal responsibility of 1996 and the labor opportunity reconciliation method (PRWORA)) did. Under this law, welfare recipients take two years to find work and receive assistance. Several programs are designed to encourage recipients and ultimately help them to become successful citizens. Our taxes fund these programs, often called welfare programs, at various stages to help recipients.

It seems like a reasonable argument, but if we separate it, there are not many realities out there. The first question - "Why does not the benefit plan work?" - Suppose not to ask that "Benefit plans are effective, why not?", They will not do that. The wording, claims, welfare plan included in the question does not work at all. In spite of the use of "so" and "so", this form of discussion is not an argument at all - it is only saying that the situation is like this. It is not a secret to build a strong debate

Why is not the benefit plan going wrong? Instead of encouraging individuals to take responsibility for their lives, welfare programs simply depend on the state. All generations of welfare-sponsored families are produced by the federal government, and the resulting community forget how to encourage citizens' responsibilities that are vital to vibrant democracy. As a result, we continue to consume government resources and encourage models of continuous dependence in areas where beneficiaries of benefits are many. Therefore, the welfare plan obviously does not work.

Welfare reform seems to have made many single mothers who lost their benefits and were unable to make work worse. About 40% of welfare recipients have not worked yet, but Rebecca Blank estimates that 20% - 25% of low income single mothers in 2007 are not receiving employment or benefits12. Poverty Rate As shown in Figure 3, the poverty rate of single mothers started to decline since the 1980s and continues to decline after the introduction of welfare reform. The majority of the declining poverty rate comes from that family.
