The book "The Victims Still" by Robert Elias is controversial, but argues that the movements of the victim may not be a problem at all. Elias believes that all the plans, laws and institutions created in the 1980s and 1990s did not provide any help to the victims. Elias also explains how the victim's movement is helping the victim, what the real cause of the crime is, and how to manage the crime. The movements of the victims that appeared in the 1980s and the early 1990s seemed to be the first step towards the right direction to help victims, not criminals.

The results of investigations on the victim of domestic violence show that the victim is not yet satisfied with the work of the police. According to Vojvodina's 2009 report of damage, only 23.2% of victims of domestic violence were reported to the police and in fact exceeded 16.8% of Serbian domestic violence victim survey in 2001. Unlike the 1996 ICVS, Vojvodina's survey found that the police-related reasons for non-reporting crime (27.1%) were much less than for other personal reasons compared to the 2001 Serbian survey . 34.6% of respondents cited reasons related to the police. Most of those who reported domestic violence are dissatisfied with the response and attitude of the police. In Serbia's survey in 2001, 59.5% of the victims who reported violence to the police could not be satisfied

Occasionally abuse is reported by the police in the third direction, but the victim has not confirmed yet. According to reports of domestic violence, 29% of the victim denied the abuse case despite the police faced abuse. Amazingly, 19% of attackers may be admitting abuse (Felson, Ackerman and Gallagher, 2005). According to the National Crime Victim Survey, victims list several reasons why they do not want to report abuse, as shown in the table below.
