Revenge is about cycle, justice is about closure. For revenge, there is a method to repeat itself mercilessly and repeat it with more malicious intent. Revenge leads to more vengeance than usual. Whether it is an individual or the whole country, it happens in a closed system and seems to be able to rely on it indefinitely. Unlike the third row, tit-for-tat is an endless game. One party was satisfied, the other party was moved to see, and then ... theoretically, an unlimited advertisement. There is neither solution nor compromise. For each faction (eg Israel and Palestine) it has its own agenda, its own good and evil. If things are to be settled, the legitimacy of each party usually requires that some trusted outsiders intervene.

Revenge means that suppressed people use compassion without forgiveness. This is the reason why revenge always hurt both parties. This does not mean that revenge is wrong like our excessive morality, but it should not be used to calm a wound.
