Although the main focus of the United Nations Drug Offender is nuclear disarmament, issues affecting disarmament such as cyber security have also been studied and discussed as a field of disarmament. UNODA's Information Security Division focused on the role of Information and Communication Technology (ICT) in the behavior of non-state actors. Since the 1980's, UNCITRAL has actively developed unified legislation standards on the use of electronic communications in trade. The first result of this work is adoption of the UNCITRAL e-commerce modeling law (MLEC) in 1996, followed by the adoption of the UNCITRAL Digital Signature Model Method (MLES) in 2001. However, the model law may be in different jurisdictions, so we need more powerful and predictable regulations.
The UN Disarmament Secretariat (UNODA) is in charge of the management of customary weapon directories that record the import and export data of seven major conventional weapons and small weapons and light weapons. Not all states report that not all states are fully covered. Therefore, it should simply be regarded as part of the picture. Nevertheless, directories can be one of several resources used to gather data on weapons flow to countries. A sudden increase may mean that the risk of conflict is high. However, information on changes in weapon flow needs to be done from the viewpoint of evaluating other conflict factors and broader vulnerabilities. The decline in interest rates reported in the United Nations Register in recent years has also influenced the effectiveness of resources.
