A legal review (or legal journal) is an academic journal focused on legal issues. Legal commentary is a legal journal. In the United States, legal reviews are usually published by law school student groups or bar associations. Outside North America, legal reviews are usually edited by senior scholars / teachers. The main function of the legal review is to issue a scholarship in the legal field. Most students graduated from law school and sat on a bar (called a "bar review") to study together, in order to update the memory of the "Black Alphabet Rules" they tested at the bar. For bar reviews, most US students are participating in private bar review courses offered by third party companies, not law schools. The National Bar Examinations Conference (NCBE) is a US-based non-profit organization that develops nationwide ("multiple states") standardized tests to qualify for state lawyers. This organization was founded in 1931. The most famous tests developed by NCBE are multistate bar test (1972), multi-state professional responsibility test (1980), multi-state essay test (1988), and multi-state performance test (1997).

NCBE has developed Unified Bar Check (UBE) consisting only of MBE, MEE, and MPT and provides portability between grades. Missouri became the first state to adopt UBE, state and North Dakota province became the first country to manage UBE, and it became it in February 2011. Following the leaders of the state of Missouri, several other jurisdictions, all of which are 22 of all three components of the UBE, are expected to take the exam. But to date, many of the largest legal markets in California, Florida, Illinois, Texas have chosen not to use UBE. One concern raised by UBE is that it has no doubt about state law and that it gives NCBE great power in the bar chart certification process.
