The New York City Housing Protection Development Department (HPD) manages the housing selection document (HCV) program under the U.S. Housing and Urban Development Authority (HUD). In order to maintain the integrity of the program, HPD promises to ensure that all participating families receive correct assistance and that housing resources are confined to qualified families. Program abuse and fraudulent and procedural abuse are patterns of single actions or actions designed to be fraudulent or misleading. False statements, missing information, hiding information, or reducing the rent you pay is viewed as fraud and abuse of proceedings in Article 8
