First, in this paper we will explain a simple theoretical background, then analyze the strengths and weaknesses of the two systems and lead conclusions about the system as a more effective and ideal government system. Political researchers such as Juan Linz, Arend Lijphart, Stephan Haggard and Matthew McCubbins believe that the parliament system is more effective and leads to more stable democracy.
