Trends in foster care

If the child protection service staff and the court judge that the child is at home because of the risk of abuse including negligence or physical or sexual abuse, the child is raised at foster care facilities.

In the 1990s, the number of foster children increased from 400,000 in 1990 to 567,000 in 1999, then decreased to 397,000 in 2012 (preliminary estimation). Since then, this number has increased and reached 437,000 in 2016 (preliminary estimate). Likewise, the proportion of foster child became the lowest for the first time in 20 years, from 1,000 in 1990 to 8 in 1999, then 5 in 2012. But by 2016, this ratio rose again to six per 1000 people.

In 2016, about half of foster children (45%) lived in non-relatives families. More than a quarter (32%) live with foster parents with relatives and are often referred to as "care of relatives". This proportion has steadily increased since the latter part of the 21st century, and it was 24% in 2008. In 2016, 12% of foster children live in group houses and facilities, 4% live in households with adoption. The rest lived in other types of facilities (according to preliminary estimates). Since the beginning of the 21st century, the number of foster children in group houses and facilities has declined slightly, and the number of care for their families accordingly increases. There is evidence that children taking care of relatives have fewer behavioral problems than other types of foster parents [1]. ))

Although the development tendency improved, the number of foster children is still dramatically increasing. Between 1986 and 1995, the number of children increased from 280,000 to nearly 500,000, an increase of 76%. Researchers have raised several factors for the increase of foster parents (Murray & Gesiriech, 2004) such as economic slowdown, cocaine epidemic, AIDS, high female criminal's retention rate. Young people retire for foster care. To say it "old" means that it happens before and after taking care of foster parents. Foster parents of 20,000 retired for foster care nationwide. Generally, these children are abused or ignored. Some people believe that foster care may affect these specific lifestyles. Years of nearly 25,000 young people leave their foster care system and face the cold reality of adults. It does not include an estimated 30,000 young people leaving the system.
