Franks was born in Tommy Ray Bentley, Wynnewood, Oklahoma, and was adopted by Ray and Lorene's "Pete" Parker Franks. Frank attended Midland High School and graduated from Robert E. Lee High School in Midland, Texas. He studied at the University of Texas at Austin and served as a brother of Delta Upsilon International Fraternity. Tommy Rey Franks (born June 17, 1945) is a retired general of the US military. His last Army position was US Central Commander who supervised US military operations in 25 countries including the Middle East. Frank took over General Anthony Zinni in this position on July 6, 2000 until his retirement on 7th July 2003.
