The Constitution aims to examine the power of Congress, but it also gives parliament an important force in three important areas: economic problems, internal affairs, and diplomatic problems. In addition, Congress gained the flexibility of the flexibility clause and made it possible for Congress to pass the "necessary and appropriate" law, which gives authority to Article 1, paragraph 8 of the Constitution. This is not only characteristic of Diet members but also makes Congress a mirror of incompleteness for the people; many members believe that their work is not merely a reflection of the people's will.

Democracy: The focus of power is throughout the community. Functions such as decision makers and processes to achieve goals are shared between managers and teams. Entry, consulting, sales style is somewhat democratic except for subordinates who do not have the final speaking right. This style, which focuses on task and person management and leadership theory, can be related to each other; in most cases they can be used interchangeably. This relationship can be seen using the Mckinsey 7-s framework motion theory. Managers tend to be strategic, structured, systematic (hard elements), easy to define and identify, and managers can directly influence. Leaders, on the other hand, are based on style, employees, skills, and shares (soft elements). They are difficult to explain and are influenced by culture. Watson recommends that most people cooperate to achieve a high level organization performance 7 - s.

Diverse public sectors, especially senior management, are an important part of completely democratic expression. In a typical bureaucracy, the proportion of each component is the same as that of the general group, and it has increased correspondence to the needs and concerns of all citizens, including historically under-represented groups (Gidengil & Vengroff, 1997 ; Keizer et al., 2002). There are two symptoms in the public sector: passive and active. In passive characterization, department demographic data reflects the public demographics that it is servicing and is positively represented when it represents the interests of the entire population (Smith & Monaghan, 2011 ). In general, diverse leadership in the public sector is important because it expands the set of benefits that provide information for public decision-making.

Representative organizations are clearly an important institutional element of democratic institutions, but speaking of the meaning of democratic representatives is more important. In particular, it is important not to assume that all representative acts are as democratic as well. Ultimately, all representative acts in representative democracy are not necessarily examples of democratic representatives. Henry Richardson (2002) is looking for a democratic way for bureaucrats to represent citizens. Likewise, it is unknown whether the representative actively seeking to destroy democracy is representative of democracy. Will democratic representatives need to express their preferences to promote democratic citizens or do they need involvement in democratic institutions? At this time, the answer to these questions is still unknown.
