Slavery, the nature of the Federation, and commercial regulation are the most important when naming three major courses in American history. Each of these major courses appeared several times between 1607 and 1865, so the history has changed. Human behavior has led to the constitutional treaty not adopting slavery. Since neither party intervened, it also raised controversy over the compromise of Missouri state and the compromise of 1850.

The three main sources of power that Congress uses for this purpose are: Power of thirteenth revision (prohibition of slavery), power of federal wallets, and power to regulate interstate trade. Congress has different powers in these parts, including those who may be prohibited from discrimination and discrimination that may be prohibited. But they continue to insist that the Constitution should prohibit accession to international slave trade, including importing new slaves from Africa and exporting slaves to other countries. Because of the nature of the controversial nature of this issue, the Treaty postponed the final decision on international slave trade until the review period.
