Constitution of Weimar In January 1919, Hugo Preus was a leftist liberal who was in charge of the Constitution, which was drafted and submitted to the Weimar parliament. Historian William Kir says, " "Pres has begun to combine democracy and parliamentary concentration on the left wing," which means that he tried to give power to the left. After extensive discussion, the Constitution was finally announced on 11th August 1919. In the Constitution, 181 articles called "rights and obligations of German citizens" and "Empire's structure and function" are divided into different groups.

The Weimar Constitution was created under the direction of Max Weber. He is a socialist and is trying to give the Constitution all the best aspects of the American Constitution (* 1). In the Weimar Constitution, the President was not appointed to the head of the government (* 2). This mission was handed over to the Finance Minister as a party member. As the German government is still in its early stages and often stalled, Congress usually does not encounter this situation (* 3). According to Article 48, the President has emergency authority when Congress is not open. Even when Congress stalled, these powers came into force. Some of the forces contained in Article 48 are temporary dictatorial powers, Defense Minister or military leaders. The president has the right to interfere with legislation of Parliament and to dissolve the Prime Minister (* 4)

How effective is the German government influenced by Weimar's constitutional nature from 1919 to 1933? Indeed, the Weimar Constitution affected the German effective government between 1919 and 1933. However, the parties can prove whether this Constitution has had a negative effect on the effective government, or has had a positive influence. While the Constitution can be said to be the main factor of the government's ineffectiveness, the incompetence of the government can be attributed to other external factors such as failure and depression, which is a major deficiency of the Weimar Constitution. It is a proportional representation system, which is a more democratic attempt. Democracy is often at the expense of a powerful government, as it is often difficult to build a stable government with democratic regime.

The combination of the Weimar Constitution and the economic depression has also led to the deterioration of the image of the Republic. Weimar's constitution is said to be the most democratic constitution in the world, but ironically, the collapse of German democracy is also being criticized. The reason for this is that the parties to the Constitution can not agree to the action plan as necessary. For example, during the economic crisis, the differences in the Weimar Republic could not decide to take action, so in 1929 they did not do anything before severe education, public housing and pensions I could not do it. This made the public angry, they took appropriate action, voted against the Weimar Republic, showed them weakly, and made it impossible to manage the country.
