The US Ocean Commission's Proposed Recommendations To Address the Health and Management of Our Oceans

In 2004, the US Oceanic Committee made several important recommendations to address our ocean health and management issues. These recommendations include better organization of existing management offices and public education on marine and coastal issues. The importance of healthy seas, waterways, coastal areas can not be denied. As a human being, we rely on these areas to access food, fuel, materials for various products, and recreation. In addition to humans, the health of the Earth's oceans is also related to air and land.

According to the bipartisan recommendation of the US Ocean Policy Council, the regional marine plan addresses issues such as water quality, marine pollution, coastal flooding, and maritime renewable energy. Each regional strategy is implemented through maritime planning agencies consisting of countries, federal and tribal countries and promotes the management of coastal areas by strengthening the cooperation of all levels of government. In the Northeast, the Mid-Atlantic, the West Coast and the Pacific Islands, the marine plan is making great strides to protect and enjoy the coastal ecosystems we all like.

Two independent maritime committees spent years considering the state and fate of the ocean in order to develop comprehensive policies to solve the maritime problems in the United States. Pew Ocean Commission is an independent organization that Pew Charitable Trust published in June 2003 (www.pewoceans.org). The US Ocean Policy Committee, established by Congress, released a preliminary report (www.oceancommission.gov) in April 2004. The final report expires in September 2004. Both groups agreed on a series of important messages: the sea is facing a serious problem; action is urgently needed; the United States needs to make substantial changes to its sea-related policies.

Both committees proposed major reforms. The Pew committee's proposals are extensive - the approach to ocean ecosystem protection and the appeal to new independent marine agencies - in particular, the number of consensus among the committees is quite substantial. This is the first time that generations have undergone a fundamental change in ocean governance and management. The committee completed their work. It is time for Congress to do a good job.

A recent study by the World Oceanic Committee (GOC) called for the formation of a regional maritime management organization and urged the government and head of state to appoint a maritime envoy or minister.
