There is no financial resources to pay for Somali police and troops in Somalia. Police and military officials in Somalia are very low salaries and some staff accept bribes from criminals. Electricity, water and food are more easily available in the cities than in rural areas. In rural areas, people must rely on land and livestock to provide food and lifestyle. The flood in 2006 destroyed the central part of Somalia and the southern part. Destruction of property and land has evacuated many Somali residents.
Urbanization has spread rapidly to Western European countries, and since 1950's it has become a position in developing countries as well. At the turn of the 20th century, only 15% of the world's population lived in the city. According to the statistics of the United Nations, more than 50% of the world's population lived in the city was 2007 for the first time in human history. Urbanization is done organically or systematically, by personal, collective, and national behavior. Dwelling in the city will be culturally and economically beneficial as it enters the labor market, reduces commuting and transportation time and expense, and offers opportunities to provide better education, housing and security conditions There is a possibility. Conditions such as density, proximity, diversity, market competition, etc. are regarded as elements of a favorable urban environment.
With the discovery of technology and the development of human civilization, urbanization has been developing in most parts of the world. Rapid urbanization began at the end of the eighteenth century with British industrial capitalism (Clark, 1998) and rapidly spread after coal was used as the main ingredient of industry and as a better transportation system (Hall, 1994). In developing countries, urbanization began after World War II in 1950 (Crenshaw in 1991), now is everywhere, especially in Africa and Asia. According to the report of the United Nations, by 2050, the majority of the population will be concentrated in the cities of developing countries. If Africa and Asia still continue to grow by this year, 50% of the population will live in urban areas, and the urban population will be higher than the rural population in 2010 (Figure 1 ).
