The Scepter or Staff

I think the Scepter and the staff are the metaphors that define the authority and represent the rule of law and public health management. Furthermore, not all departments are equal, not all the beneficiaries have equal, equitable, compliant or dominant advantages. For example, the scepter of the throne of Agamemnon represents the authority Zeus inherited through generations of generations over the generations of Argon.
