Responsibility of the jury Prior to 1972, those who owned their own house and whose value exceeded the taxable value were qualified as juries. Since the Morris committee in 1965 lived in a rented housing or wife, 78% of the voter registered name was not qualified as a jury and 95% of women were not qualified. The Committee recommends that the right to act as a jury should respond to voting rights. This reform was introduced in the criminal justice law of 1972 and is also seen in the 1974 jury bill.

I left the holiday in California beach town in advance and returned to frozen New York seeking a democratic tradition and jury duty. I have been sitting in an old room with intermittent wireless network with more than 100 citizens from socio-economic background for two days. Unfortunately, it should be a privileged and proud citizenship experience, the result is a wasteful, inefficient and obsolete process. This is not to reduce the importance of the various citizen's jury but to acknowledge frustration that I experienced myself as seen or heard from other citizens in the same room. At the end of the second day, my colleagues and I cheerfully rejoiced because we heard that we have not become a jury for the next couple of years. I am very pleased that I am further saddened by the confidence or concern of most citizens on completing a difficult and annoying process and leaving the courts to the government.

If summoned to attend the duties of a compulsory jury, the citizens serve in local governments, defend their rights, comply with the law, pay taxes, defend their brothers if the government becomes autocratic. Citizens traveling abroad must comply with the rules and guidelines promulgated by the State Council. Comment: Voting here is a mandatory condition, not an option. If a large number of voters do not vote like the current arrangement, people who need time to vote have a relatively large influence and are more aggressive, so exclude the voting from the political process and distort the choice. This can lead to polarization and disillusionment. - Thomas Wright Sulcer (lecture) November 22, 2011 03: 42 (UTC)

If asked to serve as a jury in the United States, that service is essential and those who are asked to serve as a jury must participate. Failure to report a jury duty is illegal and individuals are likely to be placed outside of the pool of choices and there is a possibility of being criminal liable. Ignoring the subpoena of the jury repeatedly without explanation, a serious fine will be imposed. Employers can not lay off employees to hire a jury, but usually you do not have to pay wages during this period. At the time of attendance, a potential jury may be required to serve as a jury at trial or be dismissed.
