This article was first published in the Saskatchewan government managerial staff meeting and the local staff meeting in the northern part of Saskatchewan Province sponsored by the Saskatoon Community Research Center in April 1959. Here is a slightly expanded modified form

After global energy, excitement, and the success of the Government's Innovation Lab, the lab community began thinking about its role, impact, and future character in government structure over the past two years. After the countries (usually the Western countries) started to operate the old-fashioned democratic regime, the laboratory became more common in the more developing countries. This adds further dimension to the laboratory practitioner's work, including how the political context, government agencies and socioeconomic stability affect the work of these innovative teams. Today, the United Nations Development Program and FutureGov have launched a new report, Growth Government Innovation Lab - Insider Guide (download a free copy from here)

In this article I will explain how institutional forces from the energy industry, the media and the government blur the influence of fracturing on the community and the environment. Natural gas as a narrative framework for "green energy" or "national energy independence" fetishism legalizes and normalizes the damage of local water resources and communities. Regional health and ecological impacts are consistent with domestic agenda to maintain dependence on fossil energy. This article describes the earthquake caused by waste related to hydraulic crushing in Arkansas State. As geologists believe that millions of gallons of fluid forced underground under high pressure may cause an earthquake, the authors propose a careful geological study of the area where wastewater injection occurs.

The impact of drought on the community is an effect on water supply. Local governments or state governments will implement water restriction measures if the drought situation remains unresolved or there is insufficient rainfall to ease the drought situation. This is important. The community needs to quantify water consumption so that the water in the reservoirs and streams is not too low to meet the needs of utilities, other water users and local ecosystems. Depending on the degree of drought, water restrictions are usually done in several stages. In moderately to severely dry areas, water restrictions may be imposed in order to limit the ability of the community to clean automobiles and water lawns. As sunlight does not hit and water evaporates before plants absorb water, people can water the lawn at night.
