The League of Nations was established as an international "police". The alliance is based on a contract (or contract). The Treaty and the Constitution of the League of Nations are part of the provisions of the Convention. Germany was not invited to join the alliance until it states that it might be a country that loves peace. When the treaty provision was announced in June 1919, the response was confusing.
