The Impacts of New Public Management Policies and Reforms in UK’s Public Sector since the 90’s

Introduction New Public Administration (NPM) is the administrative policy that was first implemented in the early 1980s. The main objective of this policy is to change the bureaucracy of the public sector within the framework of strategic change, with the aim of transforming the public service system into a more capable system. Accounting method is nearer (specific business method) (Dunleavy and Hood, 1994, p. 9).

Wikipedia has defined "New Public Management (NPM)" as a management philosophy that the government has been using for modernization of the public sector since the 1980s. This is a broad and complex term used to represent the wave of public sector reforms around the world since the 1980s. The main assumption of the wave of new public management reform is that more market orientation in the public sector will bring greater cost effectiveness to the government without adversely affecting other goals and considerations. The World Bank Group believes that NPM is used to describe the management culture that emphasizes the responsibility for civic or customer centricity and outcomes. It will also promote the selection of decentralized management structures or organizations through a variety of alternative service delivery mechanisms, including sub-market competition with policy makers and public and private service providers over donor resources .

How the structure of the public sector, how to manage it, how it operates, and the policies adopted have a great influence on people's health. Given globalization in particular, managing the public sector in today's constantly changing environment has become an increasingly serious issue for national policy makers, policy advisors, service providers, and civil servants. Reforming the administrative system and strengthening the domestic institution are important elements to make it possible for people to grasp the opportunities of globalization. Unfortunately, globalization only benefits relatively few countries, and some parts of the world are not yet integrated into the world economy. Even in countries where globalization can make remarkable progress, there is a big difference in distributing profits.
