In this article I am asking whether international human rights controversy is likely to effectively promote immigration rights in the United States. Of course there are reasons to be pessimistic. Despite the diversified history of immigrants and citizens, the United States is still very narrow and a culture of nationalism. Discussion on international human rights is often regarded as the final evacuation site for supporters. In the absence of an international forum that can impose accountability on the United States contrary to Congressional orders that it has ratified, the International Convention on Human Rights is not automatically enforced and international human rights are often seen as ambitious . International allegations on human rights are rarely raised in national courts in the United States and are often ignored or rejected there.

But there are also reasons to expect the possibility of promoting immigration rights through international human rights. Human rights - human rights - the distinction of basic rights between citizens and non - citizens is generally not recognized. Human rights provides common language and standards for global pressure. International law was always an integral part of immigration control law. Therefore, the discourse on human rights provides normative powerful power and possibilities for promoting social justice on behalf of foreigners of the United States.
