The Future Never Just Happened, It Was Created

Imagine a future 3D printing distropia and imagine that you are trying to create a policy to make it inevitably ineffective for at least two reasons. First and foremost, a fictional ectopic future will never happen. If we are good at predicting what new technologies will have on society, we will all be enriched. This will create a new law aimed at preventing at best the wasted time in the bad future. Secondly, even more problematic is that any law designed to hinder the imagination of the future is likely to interfere with unintentional positive development.
