The Enforcement of Freedom

Freedom requires positive and negative rights, and all rights need to be enforced. Rights are legitimate claims that are recognized and enforced by national or social customs. The concept of rights began in ancient Greece and Rome and developed through Western history. Modern civic and political rights came from enlightenment.
