When literally defining "nature", natural disasters seem to be unrelated to human activities, but with human progress, civilization advances human factors more and more naturally (Sandler, 1996, 124) .
Depending on the type and scale of the disaster, if some kind of natural disaster hits a developing country, its side effects may be serious or minor. Some countries such as Haiti, Pakistan, India suffer from natural disasters. It can loot the liability separately by repairing the damage it causes.
