A series of government reforms complicated Peru's problem of the 18th century. The Bourbon dynasty became a Spanish ruler on behalf of the Habsburg dynasty in 1700, implemented a reform plan to promote colonial economic development in the 18th century, improve colonial defense and provide a more efficient government did.
