Abstract: European Commission corruption scandal and its potential impact on institutional balance and justification I. The first chapter of defining corruption is an attempt to define corruption. Its general purpose is to identify actual corruption, identify factors that contribute to institutional corruption, and suggest solutions for reform. These tasks depend on corruption investigation. This is one of the most difficult investigation tasks that any law enforcement agency can perform. The level of legal authority given to the European Commission is one tool to overcome the passive actions of silence power and information provision. In fact, if the committee has the authority to grant immunity and issue a subpoena, the opportunity to increase it can more accurately estimate the extent and nature of corruption.
