The Context of Elizabeth School District's Budget

Approximately 68% of the students are Hispanic, 22% Black, 8% White and 2% Asian. Students are estimated to speak 44 different languages, which account for the highest percentage of Spanish, English, Haitian Creole, Portuguese, of which 13% are participating in bilingual education courses. By 2000 to 2013, the population of the school increased by more than 5,350 students. During the period 2012-2013, the school district has implemented subsidies to improve student academic ability and to prepare students for higher education.

According to state reports, regarding the 2011-12 school budget, 247 districts passed a resolution that the tax rate does not exceed that index and 250 school districts passed the initial budget. Of the 250 school districts that used the initial budget, 231 used the real estate tax rate exceeding that index. The tax increase by the initial budget of the other 19 school districts did not exceed the school district index. In areas where exceptions were sought, 221 was exempted from the use of pension expense and 171 was exempted from special education fees. While only one school is seeking exemption from construction projects other than schools, one school seeks selective debt exemption for school construction.

Pennsylvania State Public School funds by budgeting according to the program and the Ministry of Education of Pennsylvania (PDE). The district management staff creates annual business budget. The consolidated form is provided by the PDE and submitted to the Board of Education for approval before the start of each fiscal year on 1 July. In accordance with the Pennsylvania State Tax Payment Remedies Act, Act No. 1 of the 2006 Special Session, all school districts, Class A, Class 2, Type 3 and Type 4 must pass the first budget proposal not. As with the proposed tax rate, the proposal needs to include an estimated balance. The Board of Directors must consider the draft budget within 90 days from the date of the election just before the fiscal year. We also need to print our first budget proposal and make it public to the public at least 20 days before adoption.

Under the leadership of Jeffco 's new director, Jason Glass, the district recently established a team of several selected GT parents with a special selected administrator to solve school budget problems. In the context of the State Law of the State, this is at least very rare, as Congress established an independent institution - school accountability committee - nearly a decade ago, review performance and advise principals and areas about budget issues.
