Every state in the US has its own public university system, which is always non-profit. New York State University and California State University are the largest public higher education systems in the United States, SUNY is the largest system including community colleges, CSU is the largest system. In most areas, there are also commercial institutions for commercial or non-commercial purposes. Unlike many other countries, there are no national public universities outside the military school.

Among this established organization, we are focusing more on the University of California system. California institutionalized the largest, the richest, and undoubtedly the most successful public higher education system in the United States. The institutional arrangements embodied in the 1960 Master Plan, an institutional arrangement between California State University and the University of California, are not fully imitated, but the model of other state and national educational systems .
