Each state supports at least one state university, and several states support more state universities. For example, in California there are three public higher education systems. Public universities usually have large student groups, hundreds of introductory courses, and several undergraduate courses taught by graduate students. Several Federally recognized tribes are also held at the university of tribal colony of Indian settlement.

Every state in the US has its own public university system, which is always non-profit. New York State University and California State University are the largest public higher education systems in the United States, SUNY is the largest system including community colleges, CSU is the largest system. In most areas, there are also commercial institutions for commercial or non-commercial purposes. Unlike many other countries, there are no national public universities outside the military school.

Among this established organization, we are focusing more on the University of California system. California institutionalized the largest, the richest, and undoubtedly the most successful public higher education system in the United States. The institutional arrangements embodied in the 1960 Master Plan, an institutional arrangement between California State University and the University of California, are not fully imitated, but the model of other state and national educational systems . For the system, as described in Appendix A of this report, the personal campus experiment at the University of California general curriculum is excellent. For these reasons, special attention and effect can be gained by systematically and comprehensively evaluating the unique situation of California.
