The Roosevelt regime and the African American are complicated. Since thousands of blacks are benefiting from the New Deal plan, especially public works, Roosevelt will become the first Democratic presidential candidate to win the majority of blacks in 1936. Nevertheless, the President refuses to challenge discrimination in the federal relief plan, or to approve the laws that may lynch Federal crimes, as the President is afraid to alienate Caucasians in the South. Furthermore, when developing a new policy, the interests of African Americans tend to be overlooked. For example, as the editorial by the "Opportunity" - "National Cities Alliance" magazine indicates, the new regulation under the National Industry Recovery Act generally allows blacks to pay less than white people.
Democracy was also suffering from various diseases if capitalism still deteriorated in 1940. Even though African Americans and women are receiving many benefits from the New Deal, they benefit much less than white males. In addition, New Deal does not take any measures to guarantee the rights of all Americans guaranteed through the Constitution, such as voting rights and fair trial rights.
