Many political scientists symbolically believe that the concept of power equilibrium is the core for firmly understanding classical realism. As explained by TV Paul (2004), the general form of power equilibrium seems to be an alliance system that prevents stronger nations from engaging their weak opponents (Paul, 2004) . However, the concept of symbiosis of equilibrium of this force is not a unique idea, but rather a modern era. That entry into the international political world is a fundamental paradigm shift and it is necessary to reassess the systematic understanding of the social and political world, Wendt (2006).
Power balance is one of the oldest and most fundamental concepts of international relations theory. Although there are many changes in the interpretation of the theory and concept of power equilibrium, they are based on the minimum trend and maximum of the recursive equilibrium model of the law. According to this model, imbalances and concentration of military and material capacities among the great powers were examined, and the balance was restored to ensure the existence of a major power in the international system. There are several mechanisms for the main power which can regain equilibrium. For example, internal military buildup, conversion to economic wealth's military power, formation of a balanced coalition, transfer of equilibrium to other countries, division and compensation of peace reconciliation after the war, and emulation.
