The first task in promoting animal welfare is to agree with the definition of animal welfare. Zoos and other expert communities have not yet agreed to a generally accepted definition, but indeed, various organizations have created their own definitions (eg AZA Animal Welfare Committee, American Veterinarian Association and World Animal Sanitation Association). The way is usually based on five freedoms (Brambell, 1965). These freedoms include freedom from thirst and starvation, freedom from fear and suffering, freedom from discomfort, freedom from pain and suffering, and freedom to express normal behavior. Additional freedom has been proposed for many years, such as liberation from boredom (Ryder, 1998) and free management of quality of life (Webster, 1995).
A new welfare principle was created in 1996 by Gary L. Francione. It is believed that the best way to prevent animal suffering is to abolish the causes of animal suffering, but promoting animal welfare is a short-term goal. Thus, for example, new welfare men want to phase out furry farms and animal experiments, but in the short term they try to improve the condition of animals with these systems.
