The argument for supporting and opposing the proposal to amend the European Constitution is a single document replacing the existing European law of several international treaties. It recognized and compiled the decision of the EU and this decision has become more complicated since the EU expanded from 15 states to 25 states in May 2004. On 18 June, the EU Member States have reached an agreement on the EU Constitutional Treaty (Constitution). EU Member States studied a new constitution during the Intergovernmental Conference (IGC) which began in October 2003.
Following the refusal of the Constitutional Treaty between the Netherlands and France, a new treaty, often referred to as the "Lisbon Treaty" or "Reform Treaty", was proposed. This Convention revised the European Union Convention and formulated the Agency Operation Treaty.
Before the Lisbon Treaty came into effect on December 1, 2009, the EU treaty or law did not prescribe the ability of its country to withdraw from the EU. The European Constitution proposes provisions incorporated into the Lisbon Treaty after the treaty that enacted the European Constitution was not ratified. The Convention proposed a withdrawal clause to Member States wishing to withdraw from the Alliance.
