APRA expressed gratitude to the local Andean community, "The target means modernization of the country, progress of capitalism, and the disappearance of the daily world of local folklore" (Flo-res Galindo, p. 285; trans.V.) APRA appealed primarily to small landowners and coastal middle classes whose policies were inconsistent with the Andean Quan language community and other traditions, so that most of their support I was not able to attract. Quechua resists fraud in its own way instead.
In the 20th century Peru 's most important political party was Alianza Popular Revolucionaria Americana (or APRA, whose fans were called "Apristas"). Established in 1924 by Victor Raúl Hayadela Torre (1895-1979), APRA is a radical movement to appeal to the middle class and lower class, strongly insists on farmland reform and encourages indigenous peoples. Haya de la Torre is preparing to win the presidential election in 1930. The conflict between Apristas and the military has become a major feature of Peru's politics. The party was banned again in 1931 and 1948, and in 1985 Alain Garcia Perez (1949 -) did not gain control of the state before his election. By that time the serious economic and political crisis of the country made the party impossible to carry out that agenda.
