We call these as hashcash because you use these hashes for making payments. Now IOTA does the same thing. If you send a deal, you have to solve the typical proof problem of work, as miner was Bitcoin. So, yes, if you call it a fee, you must pay something to send a transaction, it seems to me to be irrelevant. There are some great things about this concept.
