INTRODUCTION There are many conflicts around the world. When people think about conflict, the main reaction is negative. However, collisions are good because there is a possibility of collision. If there is no contradiction, everything remains hegemonic and the present situation still exists. Conflicts all over the world are fighting each other or they may be two countries fighting in that country. A representative example is the civil war between Syria and the Asad dynasty and rebels.
The Syrian Civil War Syrian Civil War is a continuous conflict of Syria against President Asad and the faithful army of the Asad family who ruled for 40 years after opposition to Syria's democracy. The civil war began in spring of Arab in 2011 and 82,000 people including civilians, protesters, soldiers and government officials died two years later. The Assad Administration was accused of killing its people and both sides were accused of violating human rights. In my research report, I think the United Nations should be responsible for the disaster of Rwanda in 1994. In this article, a strong similarity may be established with the situation of Syrian Rwanda, but I will explain why this situation is more difficult to intervene in the United Nations. Although the Alawi are minority, they have demonstrated power for 40 years during the term of President Asad.
