Americans feel the need to help other people who are struggling all the time. Throughout human history, individuals have supported poor families in need. The earliest example is the "16th Century British Poverty Act". The law provides aid for poor children, the elderly, and patients - even some people who can work can be assisted. While helping physical adults get the job, they provide cash aid to people in need. During the Great Depression, the law of the poor was replaced by the public welfare system.

When Benjamin Franklin lived in the UK in the 1760's, he discovered that the country's poverty problem is more serious than the United States. In absence of abuse, the UK does not restrict support to the poor to the safety net. There, the poor get enough lives and they can live in a lazy. As a result, poverty is increasing as the poor can become independent. Franklin wrote as follows: I am for poor people, but I have different views on that means. I think the best way to be for the poor is not to facilitate the poor but to lead or kill the poor. When I was young, I traveled a lot, and I said that the more official terms the poor offer, the less they offer to them, and of course that they become poor in different countries I observed it. Instead, the less they do for them, the more they will do for themselves and become richer.

Some rich countries think that poor countries should be supported by providing adequate food and education, others believe that the government should take care of their citizens. In my opinion, rich countries should support the poor and that country is limited only if it lacks natural resources. There is no doubt that the government is responsible for the happiness of citizens. In democratic countries, the government is elected by citizens, so the government is responsible for improving the quality of life for the people. The government needs to develop a long-term plan to improve citizen's welfare and provide high standards of education to people. It should identify and utilize natural resources to improve the economy of the country. The lack of plan leads to lower educational standards and lower living standards

It is necessary to establish support from unhealthy methods and development agencies. The contents of this support, especially in the case of "difficult partnership", will depend on the state of the country. Expanding health care resources is a priority and requires more funds from partner budgets. Poor health efforts are a priority for promoting, protecting, and improving the health of the poor. It includes the provision of quality public health and personal care services, as well as a fair financing mechanism. In areas where excessive influence on the health of the poor, such as education, nutrition, water and sanitation, is beyond the health sector. Finally, it focuses on the global behavior of trade against the effects of health services, intellectual property and health research funds as it affects the health of the poor in developing countries.
