It makes sense that the Warner Bros. makes sense because of the extreme mixes and negative reactions they received in the early movies and the reasons for basic storytelling. If Steppenwolf is not a big bad person in the second part, Steppenwolf is not important and the audience will not take him seriously. Movie makers obviously added some scenes and changed the end of the film by trying to use Steppenwolf as a serious threat, but despite their best efforts.
