Callahan et al. (2012) 4 depicts a useful distinction between technical review and scientific review. The technical review checks that the dataset is complete, that the description is complete, and whether the two match. Domain expertise is usually not required and many repositories provide at least some technical review. In the scientific evaluation, we evaluate the data collection method, the overall rationality of the data, and possible reuse value. Because scientific reviews require domain expertise, it is more difficult to organize this level of verification, and there are few repositories to offer. Once the data is published with the data file, it can be reviewed between the technical review repository and the scientifically reviewed data journal.
