From 1961 to 1966, Assistant Secretary of State George Bell called Vietnam "the single biggest mistake in America history" (heritage). Under international pressure, the war party, including Aid, agreed to a ceasefire, the UN observer entered the country, allowing him to organize humanitarian activities there.
