Such use of rights theory in the United States and other countries urged some critics to claim that it is in a narrow interest. According to them, the majority of states are seeking state rights to justify discrimination against laws and practices of various ethnic, religious or other ethnic minorities. They believe that a strong national government must be established to ensure that the country respects the rights of all citizens in the national constitution. Domestic rights advocacy groups are also addressing issues related to environmental protection and education. For example, in the western United States, we question the authority of the federal government to enact pollution standards and regulations on the use of water and land. This is considered a violation of state's own resource management rights constitutional breach.
