State university (SUC) is a public higher education institution founded by the law passed by the Philippine Parliament. These institutions are fully subsidized by the government and can be regarded as group corporations. According to the decision of the Philippine Parliament, the SUC is wholly owned by the government.

A state university or state school is defined as a public institution, "an independent administrative committee and personal charter established by the central government and funded and maintained by the central government." In order to be classified as a university (not a university), the educational institution needs to provide a graduate course in addition to the minimum number of undergraduate courses in a series of academic disciplines. Currently there are 112 SUCs in the Philippines. However, most of the Philippine higher education institutions (88%) are privately owned. In the school year 2016/17, a total of 1,710 private higher education institutions are managed, including religious affiliated groups (mainly Catholic schools) and institutions without sects. Most of these organizations offer the same type of higher education curriculum as the public institution and are supervised by CHED. Public higher education institutions can be further divided into state universities and colleges (SUC), local universities and universities (LUC), special higher education institutions and public schools. State universities and colleges are governed and funded by the government according to the decisions of the Philippine Parliament. LUC has been established by local governments that manage the LUC region. Local governments establish these institutions through a series of laws and resolutions and are responsible for financing these schools. Special higher education institutions are institutions that provide courses and programs related to public services. These include the Philippine Military Academy (PMA), the Philippine State Police Academy (PNPA), and the Philippine Development Association (DAP). These institutions are managed and managed using the specific legislation created for that.
