In the American history, the destructive system was to provide an office designated as a faithful member of the ruling party. That name should have come from a speech by Senator William Learned Marcy, who shows respect for the winner of his speech. Nationally, the two systems of the Federalists and the Democratic Republic developed, so the depletion system began to function and was used by the earliest president, especially Thomas Jefferson. The system was soon rooted in the people's politics and was widely implemented throughout the country during the management of Andrew Jackson and insisted that the federal government would do a better service for civil servants he stuck to the current civil servant I replaced it with members of my own party. However, while Jackson was in office for eight years, only one fifth of the civil servants took turns. In the coming years, strict political party loyalty approved the office, serious opposition was rising. The corruption and inefficiency of the system has reached an astonishing percentage in the management of Ulysses S. Grant and the response was helpful in achieving civil servant reform that was launched in 1871 by the Civil Service Committee. . SPOILS system The name of the "trophy system" that distributes government work as compensation for political activities is taken from the speech of New York Democratic Senator William L. Mercy in 1832. In order to defend the dismissal of President Andrew Jackson 's party, Mr. Massey declared that he and his accompanying person said "The rules are nothing wrong, but the winner belongs to the enemy' s fraud." Mercy's frank evidence proves this. Under the long-standing rule of the President of the Democratic Republic of Virginia, the permanent term is the de facto rule of many federal agencies. Respecting the tradition, Jackson's predecessor, John Quincy Adams, refused to exclude even political opponents open. Nevertheless, Jackson accused the federal government as opposed to his election in 1828. He announced a policy of "changing jobs" to suppress official arrogance and corruption and to democratize public service opportunities.

During the President of Andrew Jackson, a "prediction system" was introduced. "Predation system" is the act of using government agencies to compensate for generous political supporters. For example, the impression of a winner is that its members should be exempt from arrest and gain privileges like the position in the White House. However, the "predator system" makes people who may not be suitable for this task. The "looting system" is a major factor indicating the same advanced progress in the field of democracy during the Jackson era.
