"Utilitarianism is a moral theory, and its central way of thinking is" the greatest benefit for maximum profit "" (Sober 430). Utilitarianism and upper classes of God have the right to adjust social rules according to their own wishes. Utilitarian focus is most beneficial for most people and is not most beneficial for "important" people. From this point of view, Utilitarianism seems to be an attractive ethical theory.

The government entrusts development and implementation of social rules and regulates relationships with other societies. To be regarded as a government, governance institutions must be recognized by people claiming governance. If members of society do not recognize such people or groups, individuals or groups who think themselves to be social actors are not powerful. The monarchy is a political system where representatives of the family rule the government and power is inherited from generation to generation. Most monarchies in the world are constitutional monarchies and the royal defenders are symbolic emirates of the country, but elected officials actually have power. There are constitutional monarchies in many European countries

A successful civilization must have a great government to ensure that all political problems in society function effectively. As a result, the existence of the Constitution allowed civilization to agree with similar rules. Since common rules make everyone equal, their opinions can only be judged on the basis of a general civilization with government-led consensus. In addition, the government guarantees that criminals will be dealt with without harming anyone. Therefore, a good government is an important tool to make civilization a success.
